With regard to the criteria for the Research Assessment Exercise in the UK, electronic publishing is indeed given creditation, not least where the normal rules of editorial standards and academic refereeing are applied. Therefore, any papers published within Celtic Cultural Studies are eligible for RAE entry.
"Electronically-disseminated publications (such as on-line journal contributions) will be assessed on the same basis as printed materials." (RAE 2001 Criteria, Music, UoA 67 2.58)
"The Panel recognizes that assessable output may appear in other media, including electronic media and recorded performance, and it will deal with such work as appropriate within its criteria and working methods." (RAE 2001 Criteria, Celtic Studies, UoA 49, 2.40.11)
